Fix Set-AzSqlDatabase no zone resilience set

Description

Breaking change: 19254ae

Set-AzSqlDatabase with no zone resilience set will pass zone resilience false to ARM instead of zone resilience null. This changeset fixes this regression.

Ran tests to verify fix works.
