Adding new "Get-AzureSqlCapability" cmdlet.

Renaming cmdlet
Renaming the Get-AzureSqlLocationCapability cmdlet to Get-AzureSqlCapability.
Adding custom output for Capabilities cmdlet
When filtering the results of the Capabilites cmdlet, custom output is provided.

@akromm The test failure here looks liek the same one I just emailed you about. Can you take a look, my guess is that this is an environment change spilling from one test to another.
