Windows installer can have issues if .gem files are present in same folder #365

A couple of users have had issues running the INSTALL_COSMOS.bat file because they also have specific .gem files locally in the same folder. For example, today a user had qtbindings-4.8.3.gem in the same folder as the INSTALL_COSMOS.bat file. This caused it to try to compile the qtbindings gem rather than get the precompiled windows version from rubygems.org.

The .bat file should probably check for local .gem files and warn the user of possible problems.
