Tools should support absolute paths on the command line #987

TlmExtractor is forcing the --config command line option to be inside the tlm_extractor directory:

option_parser.on("-c", "--config FILE", "Use the specified configuration file") do |arg|
  options.config_file = File.join(Cosmos::USERPATH, 'config', 'tools', 'tlm_extractor', arg)

We should provide an option for ALL tools to load configuration files from absolute paths. I think we should default to relative paths from a tool's config/tools/ directory and allow absolute paths.
