`JSONEncoder` is incorrectly merging subsequent comments

The following template

```elixir
~S||
```

Is being encoded as:

```
[%{"attrs" => %{}, "content" => [" comment 1  comment 2 "], "tag" => "html_comment"}]
```

It should generate two elements instead of merging into a single comment element.
