docs: update datatype generation to handle parents

Description

Updates datatypes doc logic to force Personal data group to include all categories that mark it as a parent, as well as display these categories in their respective groups. (see video below)

Updates category_groupings.json order to place sensitive PD after PD.

For whatever reason this causes a bunch of seemingly unrelated tests to fail locally 🤷
