So if i don't use in my html header (but I don't need one as I use HTML 5 ) I can't use predefined steps with russian lang e.g.

Could you please add some configuration param to force SF crawler to use UTF-8?
You don't need to add anything to html. Just make sure that your server responds proper encoding header.
can you check using the master branch of Symfony for the DomCrawler component ? I think that symfony/symfony#4214 may have fixed it
