The ctest should complete tests weather or not SBML/GENESIS/MOOGLI support is loaded or not.

Currently importing sbml support causes ImportErorr when appropriate libraries are not loaded. Related to
#156 and c9208a9#comments

due to

rom .SBML.readSBML import mooseReadSBML                                   
 from .SBML.writeSBML import mooseWriteSBML     

and function with similar names exposed in moose.py, any failure on calling these function will results in infinite recursion e.g.

from .A import foo
from .B import bar

def foo( ):
      return foo()

def bar( ):
     return bar( )

is the current implementation scheme. This should be changed to

import A
import B

def foo( ):
      return A.foo()

def bar( ):
     return B.bar( )
