I'm not sure exactly when this was introduced, but according to NEI with GT 5.09.12, processing a battery hull in a furnace, arc furnace, macerator, etc. will only produce half as many ingots/dust as plates required to make it - e.g. macerating a small battery hull only produces 1 battery alloy dust, arc-furnacing a large battery hull only produces 9 battery alloy ingots, and none of the processing options return the metal used for the cables.
