Is your feature request related to a problem? Please describe.
SQL Server 2019 adds resumable index operations, and they're displayed in sys.index_resumable_operations. If state <> 0 (running), warn users that they left work behind, how far complete it is, and give them the command to continue creating the index.

Are you ready to build the code for the feature?
Yes.
