Was told to post here by AlexIIL, although it's kind of a suggestion.

Older versions of BC had an option to increase the power cost of "mining machines". You could increase the power draw by up to 10 times the normal amount. This worked well for people making packs that wanted to slow down players resource gathering.

Side note: since going back to MJ power, this might encourage engine spam. If I remember correctly the old mj powered quarry would accept up to 100 mj/t but after about 30mj/t the amount of speed gained per 10mj/t dropped dramatically. I also seem to remember that the quarry got much faster when the mod switched to RF power.

If power was increased by *10, it would require 166 combustion engines to hit max speed. During the RF days people could use other mods to generate the power without needing 166 entities. So maybe a better option for hardcore/expert pack makers would be to instead have the config just increase the amount of MJs required to break a block, but still have the quarry max out at 100mj/t. This would just slow the quarry down. Instead of adding strain to the CPU with 166 engine entities, you reduce it with slower speed.
