model.json cannot be decoded on Firefox #9

Curling the file shows the correct Content-Type header:

$ curl -I http://localhost:8080/mappack/map/json/model.json\?t\=ac0de50fd3c3e2181cb9268eda9b396e

HTTP/1.1 200 OK
Content-Encoding: gzip
Content-Size: 3340
Content-Type: application/gzip
Date: Tue, 05 Dec 2017 22:09:52 GMT

But both Chrome and Firefox let you inspect the non decoded source (which is not valid JSON of course). Firefox even fails to read the content at all.

@netgusto should we add a fallback to a non-gzip file? or figure out what's wrong with the request/response?

Content-Type was not correct, it should be application/json and not gzip
