default boxfill wrong lat labels #960

plots data correctly but y labels are spread across bounds

sample code:

import vcs
x=vcs.init()
y=vcs.init()
b=x.createboxfill()
b.datawc_y1=-8
b.datawc_y2=4
import cdms2
f=cdms2.open(os.path.join(sys.prefix,"sample_data","clt.nc"))
s=f("clt",latitude=(-7,5))
x.plot(s) # bad
y.plot(s,b) # good 

Notice both plots are exactly the same except for y labels. Second plot is correct

same applies to isofill, probably isolines, etc...
