No description in the API even if the module has a description

We ran into a problem with the API, and it seems that we're not getting any descriptions even though the MetaCPAN page has a description of that module.

At first glance it looks like this is happening because the pod is in a
separate file.

Seems like it would be good to copy the description from the pod doc to the
module doc in those cases.

Locale::Country is an example of a module with this problem.
