vTHL3: Disabled items warning #1002

There is a need to improve the disabled items warning - functionality.

  • Applicant should see this warning if the application is draft state and one or more catalogue items are disabled. Applicant is not able to send the application.
  • Applicant should not see this warning if the application is in returned state and one or more catalogue items are disabled. Applicant should be able to send the application (it was originally sent when everything was valid).
  • Handler should see the same warning always if the appĺication is in processing i.e. not yet approved, rejected or closed and one or more catalogue items are disabled. This is for information only, no need to block the handler.
  • This warning should also consider archived catalogue items as disabled.
  • The warning text should be updated to reflect the new feature.

Original note about LBR migration:

  • Clicking an old, approved application (appid 82) results to error:
    "The following resources can't be applied anymore. Consider closing this draft and creating a new application. The Suomi 24 Corpus"
