Adding win32 as an allowed OS #252

I want to use this on windows under node and from testing it like this:

node ..\github\csslint\release\npm\cli.js .\style.css

It works just fine. I don't see why this can't be added as an allowed OS to the package.json file

I've done some research as I had heard it worked on Windows in the past. Turns out that since npm 1.1.8 they actually read the OS/ platform field - npm/npm#1632 + npm/npm#472

So now it does read it it'd be useful if it allowed Windows installs
