Use @wordpress/data for state in privacy screen #2564

Currently using Redux in privacy settings screen, instead of using wp.data which is what is used for blocks. It will be simpler to use one thing. https://www.npmjs.com/package/@wordpress/data

The https://www.npmjs.com/package/@caldera-labs/state is the first step to integrating.
