A user reports "When I use conditional logic on a field with a mask, the mask doesn't work"

https://secure.helpscout.net/conversation/599392750/10404/

I have not confirmed, but makes sense. I moved input mask init function to field-config.js, where it should be in e7cc6bd that caused an error, because we only load the input mask js if there are input mask fields, which there may not be. Fixed with 9f769ab

So now, we need to reinitialize them after every conditional unhide. The cf.add event can be used to call that function.
