Implement automatically add installed CPAN package as external library #1775

Now, when a CPAN package is installed, the plugin won't automatically locate the newly installed library path and complaining package not found. One possible way to do this might be searching libraries in $HOME/.cpan/build/**/lib (This is a glob expression).

Related to features mentioned in #210 and #190 .
