This is definitely a bug. I think it happens when (a) you've never cloned the repository and (b) the dependency is set to use a branch instead of a tagged version.
Workaround: If you first use the repository by specifying a version, I think it will then work to specify a branch.
@mdiep I was facing this issue and this happens like you have described except for one thing, I have a few dependencies pointing to a specific commit but I also have one private dependency which is pointing to a tagged version and the issue happens even for that dependency.
Your workaround and the ones described in #968 have not work in my case but by using --use-ssh I was able to install each dependency without any problem.
