This pull request adds a script that snapshots any postgres database to Azure blob from where we can restore new databases when setting up the Fortis cluster (either using hosted Postgres in Azure or by deploying our own VM with Postgres).
The script is intended to be run manually by the Fortis developers, or on a schedule to always keep the database dump on blob up to date.
This is the second required piece to implementing project-fortis#39.
