Update quickstart guide to reference RHEL project

RHEL is moving away from bugzilla and using
https://issues.redhat.com/projects/RHEL as its main issue tracker. Update the quickstart to use this instead of bugzilla.

Where does this quickstart guide live at?
If I go to www.centos.org and click on "Submit a bug" in any of the many places on that page, I go to
https://wiki.centos.org/ReportBugs

If I click on "Contribute" anywhere on that page I go to
https://wiki.centos.org/Contribute

I'm not saying this page isn't good, it looks good. I'm just saying we need to update the main website and/or the wiki with this information too.

The wiki needs to be deleted entirely, but yes more places need to be updated. I can't actually even log into the wiki to fix it.
