[OSF-7354] Add staging preprint providers: SciELO + AgriXiv (#6729)

* add scielo

* add subjects

* add env options to the preprint provide populate script

* add acceptable license information to scielo'

* add agrixiv

* clean up the populate providers scripts

* make agrixiv a staging-only provider

* put all potential providers on a dictionary, select staging or prod and pick them out by id

* add test file

* changed docker to work with it

* Lost the test file, rewriting it

* load auxilary models to allow script to run properly

* Add login campaign logos for scielo and agrixiv

* remove bacground shading for provider logo

* add members to agrixiv board and remove limit to scielo subjects

* remove magic numbers in populate preprint providers test

* Re-comment up the preprint sync portion

* instead of using warn flag, use logger level threshold

* Removed unused file and local environment specifc config
