update base image to python3.6 & debian-buster

* Upgrade Dockerfile image base to python v3.6 and Debian "buster".
   Hopefully WB will benefit from the memory usage improvements in
   python v3.6.  By upgrading to buster, WB can benefit from
   continuous security updates and also install some external packages
   (like gosu) via apt-get.
