Need to handle posting to unviewable services #4

Here in Bloomington, we have services that the public is allowed to post to, but the public is not allowed to view the requests that people have posted.

The proxy currently expects to be able to view any request that is posted. This is how it verifies the request was received by the server. We need to come up with a way to verify and deal with the services that users are not allowed to read from.

The uReport web interface on the city website, that members of the
public uses - that interface thus works as you're seeing. This is
because the first thing the website does is try to display what they
just posted. This fails, because we told the CRM not to display close
calls to the public.

So, basically, everyone who posts to one of these categories will see this message.
