Rebalance floor trunks (#30173)
* Rebalance floor trunks **Rationale** Floor trunks do everything that aisles do, use the same materials, and provide some of the best storage in the game. They're also extremely light, require minimal skills to install, and don't slow movement. The result is that any vehicle is aisles is *always* better if the aisles are removed and replaced with floor trunks, which could be made from the exact same aisles that were removed. This commit seeks to make aisle vs floor-trunk a more meaningful choice. **Solution** Floor trunks are now their own separate part. This results in the following gameplay changes: - Finding a vehicle with floor-trunks is more exciting, as they're more valuable for salvage or use. - It's no longer possible to remove all aisles from a vehicle and reinstall them as floor-trunks using the exact same materials, which always felt cheesy and realism-breaking. - Floor trunks now weigh more than a regular aisle (18kg vs 6kg), so the choice of aisle vs floor-trunk becomes more meaningful.

* Added mod to help existing games migrate * Removed NO_RELOAD flag from batteries * Removed "initial_charges" from all battery powered tools, as it causes oddness. * Added recharge stations to more places * Reduced skill requirements to learn recipe by one for each book. * Tools at home have a chance to spawn with batteries * Clothing that needs batteries like thermal stuff has a chance to have batteries. Camping tools, kitchen, bedroom, dresser, allsporting, and even a smallish chance in consumer_electronics to have a charged battery. * Adjusted cell phones Cell phones have initial_charges now. Since there's no way to make them, this should be fine. Adjusted the phones item group to function within this new system. * Updated included mods Did not make any balance changes to included mods. Just updated them to use the new batteries. * TRADER_AVOID on battery item

vehicle parts: add recipe for fuel bunker
Adds a recipe for the fuel bunker. Fuel bunkers weigh about 3x as much as a 60L tank and take 3x as much sheet metal to make. Reduce the mass of the fuel bunker to be about 3x as much as a 60L tank instead of 12x.
