older version clothing covering wrong body parts after updating #10210

I updated to the newest experimental and existing clothing in the world covers the wrong body parts including the clothes I was wearing. Newly spawned clothes are fine.

Seems to be caused by #10183

Specifically the bitset changes.

Wouldn't be surprised if it's caused by item IDs (and therefore loading order) being all over the place in latest experimental, when pre-0.B they were ordered as in files in alphabetical roder.

I put up an issue about this last night (#10205) but I was unable to reliably reproduce it so I pulled it back down until I had something more solid to report. Sounds like it's a save-compatibility issue.
