Electric Jackhammer with ups mod uses no charge (probably really easy to fix) #15509

Tried it on Windows and Linux and it still happens.
It has been this was for a few days now but I finally tried it with a fresh game on the tiles version 4448.

It's easy enough to reproduce. Take an electric jackhammer, slap a ups mod in it and charge it over 10 units. Then it effectively has infinite charge because its charge will never decrease.

I fixed it for myself in linux by adding
it->charges -= it->type->charges_to_use()
on line 3619 in iuse.cpp in the iuse::jackhammer method.I'm not sure if this is the proper thing to do or not.

I wouldn't even be submitting a bug report but I can't get the darn thing to compile on windows (I wouldn't have brought this up if I had) and I really want to play and use my jackhammer that I spent so long trying to get.
