Save game conversion 0.9 -> 0.A Fuel reduction #6725

It seems like updating the saves from 0.9 to 0.A reduces the fuel inside cars a lot (99% -> 9%). (Have not confirmed this myself).

Was there a capacity change of fuel tanks or is there a real bug here?
