The trait exists in mutations.json, but there's no code that actually uses it. Relevant forum thread: http://smf.cataclysmdda.com/index.php?topic=6262

It used to have a function when all monster spawning was dynamic. We should probably either come up with a use for it, or remove it.

What do you mean by no code? It multiplies time between spawn waves by 4 if you stay still, no?
Useless in static spawn - yes, doesn't mean it does nothing.

Considering that static spawn is the "official" mode and we'd like to eventually remove dynamic spawn once we have enough of a working horde system to still supply late game challenges, not having any effect except in dynamic spawn is a bit of a problem.
