The order of the messages is that you repair the clothing and the next message says your sewing kit has 0 charges but needs 1 and the clothing is repaired. If you try to do the same thing with an empty soldering iron, you don't get to pick an item to repair before it says you need charges. |

Posting just because of the "Confirmation Needed" tag. With a empty sewing kit (and a rag, just to be sure), I repaired a tattered shorts totally, and right next to the repair message I got one saying I don't have enough charges. Windows SDL Experimental, version d2da676, build 1460 (according to Jenkins) |

It is possible to repair clothing with a sewing kit without any charges. There is still a message which tells that my sewing kit requires charges, but the clothing gets repaired anyways.
Version 2a33858, ncurses build.
Platform: GNU/Linux, Linux 3.9.4.
Edit: Whoops, I got the version number wrong. I fixed it.
