The highest level any of the books can take you is 8. There are no level 8 constructions. There IS a level 9 construction though.
While I'm fairly certain the the "can skill gain experience for lower-level constructions depending on total skill" thing also applies to constructions, I would hope that bumping the skill requirement for a covered well down by a whopping 1 level is acceptable.
Alternatively, suggestions for other valid level 8 constructions would be nice. Or if this is (for some insane reason) intentional, the justification for this skill gap would be entertaining to hear. XP
