When Stalblar revised ammunition, it changed the damage of most real-world bullets based on the muzzle energy of the round (along with some other tweaks). Unfortunately, this only took into account the factory rounds; the hand-reloaded rounds were left unmodified. This resulted in some reloaded bullets (e.g. 9mm) being horrifically underpowered compared to their factory counterparts, some bullets (e.g. 45 ACP) being considerably more powerful than factory rounds, and a few (the PDW bullets) having unusual AP or dispersion.
This PR alters the hand-loaded rounds; damage for them is set to 92% (rounded down) of their factory counterparts, making them weaker, but still viable. In addition, it tweaks the AP and Dispersion for certain hand-loaded rounds. I left recoil alone, since I had no idea what the guiding idea was regarding how hand-loading effected it. In addition, I fixed the recoil for the NX700 round, which for some reason only had 51 recoil (compared to 750 for the factory NX700).
Finally, I altered the descriptions and names for some of the hand-loaded rounds, in order to make them more consistent with the revised factory rounds.
