Fix deafness protecting from hostile NPCs, mugging NPCs ignoring weapons #17411

Fixes #17096

There are two types of mug NPCs moods, only one was handled.

Also added a check for weapons: if the player is armed during mugging for any reason, the mugging NPC will get hostile.
