These look like oversights, this will add power armor helmet spawns that match existing power armor spawns to:
military item group:
Armory of the military outpost
Supplydrop special.
Barracks in the lab
mil_armor_helmet group
Bio operator drops.
vault group
In the vault special, inside a bank vault.
The regular bank vault.
