I would rather this not be pulled until Encumbrance makes more sense. It doesnt make sense for torso to just decrease your abilities. I think it should have a flat decrease to hit chance and something that tells how effectively you dodge. |

Attempts to (at least partially) address #3374.
Alters fitted 0 ENC clothing to count as .5 for layering instead of zero. Increase torso layering penalties to .75 from .5.
