Adds a periodic nagging debuff if you go into Dead Tired, which lasts longer as you stay up. Starts at 1 minutes of every 5 at Dead Tired, goes to 3/5 at Exhausted, and at 800 (sleep-anywhere!) is quasi-permanent.

And now I'mma take my own advice, I think ;-)

The lacking sleep condition comes and goes repeatedly once you get tired enough.

It will give you the message that you should really get some sleep and that you are too tired to function well every five minutes or so, and each time it happens it inflicts the lacking sleep debuff for a few turns, but then the debuff wears back off well before the message pops up and brings it back for a few more turns.

It continues to do this, flicking back and forth endlessly once you are sufficiently tired.

I'd intended that to simulate the drowsy-spells I know and despise. (That and it's a pretty harsh debuff, IMO. Try not to kill characters who are used to never having to sleep! ;-) )

Will make it more insistent though and see about microsleeps per your IRC request.

Added microsleeps
They work fine.

Incidental testing: yeah, hibernation definitely has an issue with
aboveground processing-needs.

However, this tester caught a cold, coughed a lot, and eventually had a
zedog jump through and attack. Thanks to the fatigue penalties and the
auto-sleep, the mobster never had a chance.
