Nerf solar panels, hard.

Solar panels are way OP, if you have even a few your batteries simply stay topped off at all times.
I had a fairly long discussion on IRC about this a while back, and I recall a 10/1 nerf being my decision at that point, but I don't have all the rationale handy right now, feel free to discuss and suggest alternatives, but I think solar panels needing a nerf is pretty uncontroversial.

I'm all in favor of nerfing solar panels. They make your cars perpetual motion machines and Its not like they were specially hard to come by.

A good addition to have by this happens would be the ability to transfer electric charges between vehicles like you can do with gasoline, so that you could build a solar farm at your house to refuel your vehicle at.

I will enjoy actually waiting for things to recharge instead of always
being topped up. Might make the banks of solar panels and batteries I
always put on my cars have purpose.
