Solar panels, increased power (50%) increased availability (2->4) added 25% chance of them being broken. #6126

Increased the amount of solar power that comes out of a solar panel (was... 111, is now 167, a 50% boost).

Solar panels have a 25% chance of being broken on worldgeneration.
Electric car and the luxury rv spawn with 4 solar panels, not 2.

The nerf was not overdone, people just don't seem to comprehend that you need this crazy thing called sunlight for solar panels to work.

With a test run with a solar car (before this change), it looks like the car can run for about 3 hours on a full charge, which seems like a decent ballpark, but it'll take many days to charge it back to that point with solar panels.
I think this is a step in the right direction, if we want to tune this more finely I think we need some use cases for the solar car to compare against, like average output, duty cycle, etc.

I think it's overkill. The game has a petrol, but it is a finite resource. Increasing the capacity and number of solar panels greatly increases the priority of electric vehicle in the game. Battery power is limited to low power solar radiation. Therefore the electrocars charged at charging stations. I do not think that this situation will change radically in the future. The player must improve its own after acquiring skills rather than getting ready. It's small quest.
