Fix ruff format failure in tests/test_utils.py

The ruff-format pre-commit hook was failing in the generated project due to insufficient blank lines between top-level test functions in tests/test_utils.py. This change updates the cookiecutter template for that file to include the required extra newline, ensuring generated projects pass pre-commit checks out of the box. Verified by generating a test project and running pre-commit run --all-files.
