Added a missing newline between `test_logger_initialization` and `test_logger_exports` in `{{cookiecutter.project_slug}}/tests/test_utils.py` to satisfy the `ruff-format` rule requiring two blank lines between top-level definitions. This fixes the CI failure in the generated project.

The
ruff-formatpre-commit hook was failing in the generated project due to insufficient blank lines between top-level test functions intests/test_utils.py. This change updates the cookiecutter template for that file to include the required extra newline, ensuring generated projects passpre-commitchecks out of the box.
