Move the master repo to the YAML format and to the new folder structure.

The support for this change has been already backed in CP. To perform the switch in a reasonably smooth fashion it would be appropriate to give enough time to the users to update CocoaPods.

• The support for the YAML format has been introduced in CP 0.17.
  • Would make the specs repo more safe.
  • Would allow to safely edit the specs in bulks for changes to the DSL.
  • Specifications with hooks and the RakeFile list cannot be migrated. For a given timeframe all the compatible specs could be migrated, while keeping in place the others (CocoaPods looks for both, favoring the YAML, however keeping two versions of the same podspec could lead to applying patches to only one).
• The support for storing the specs in the Specs folder has been added in CP 0.18.
  • Would resolve the issues with the generation of the tree in GitHub.
  • The readme of the specs repo would become useful again.

Note while the support for the old folder structure is in place no pod can be named Specs.
