Command bugs

Command name

permissions addglobalrule, addguildrule, removegloalrule and removeguildrule

What cog is this command from?

permissions

What were you expecting to happen?

The (not in docstring) syntax to say <who_or_what>

What actually happened?

The (not in docstring) syntax to said [who_or_what], indicating the arg is not required and conflicting the docstring

How can we reproduce this issue?

Run [p]permissions addglobalrule and see the syntax:

This supersedes #2960 as it is beyond my skill level.
I understand that this may be marked at will not fix as the correct syntax is explained in the docstring.
