Text to speech: voice selection broken

When selecting a newer voice with an address like "com.apple.voice..." (enhanced, compact, eloquence...) the tool falls back to the standard voice "Daniel". I thought I couldn't select any other voice, but the old cheesy voices, like Bells and Albert do work - but they're obviously no option for my use cases.

Oh, interesting! I wonder... do you actually have all these voices downloaded and installed in System Settings?

No. it seems to show every possible voice option. If I select one I don't have installed it also falls back to Ralph. In the example above, Stephanie enhanced, is installed. with the same result.
