OL7 STIG v2r7 update

• Bump OL7 stig profile version to v2r7
• Also update the XCCDF reference manual for this profile

I'm waiting for a ComplianceAsCode member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
