User management API

Create an API to create/update/remove user accounts similarly to the API that we have for pages.

This would make it easier to make tools like user management in Admin panel and would help us to avoid code duplication (which means less bugs).

It sounds good. It can be base to rewrite (extend) registration process for custom needs.

Requesting ability to create users with different states (completedly register user, user with not validated email, banned, etc). Better a separate functions for set/check user state.
