In addition to mutually exclusive licenses, there are many licenses being upgrades to each other, e.g. Power BI Free and Power BI Pro or Project Plan 1 and Project Plan 3, which shouldn't be assigned at the same time to avoid unnecessary license costs.

As the only attribute to identify interchangeable licenses seems to be the String ID assigned by Microsoft and this ID being inconclusive in multiple cases (e.g. POWER_BI_STANDARD for Power BI Free, POWER_BI_PRO for Power BI Pro and PBI_PREMIUM_PER_USER for Power BI Premium or PROJECT_P1 for Project Plan 1 and PROJECTPROFESSIONAL for Project Plan 3), this issue currently only seems resolvable with reasonable effort by manually maintaining mappings for such products. As this would collide with the attempt to avoid any kind of manual maintenance, it won't be implemented until another approach is found.
