Once the proposal comes out for the ALC_FLR update to support EUCC/CRA, add this to the SD.

Waiting on NIAP to send this out.

Should a minimum ALC_FLR SAR be mandated? The current expectation is to add all of them as optional SARs, but the iTC could mandate a minimum level if it is felt that it is necessary (and not necessarily prohibitive to expected initial evaluations).
