Locale fallbacks work like so…
If locale is es-override and a translation is missing, it will check es first then :default_locale

I can't remember who I cloned this from. If you wrote the original code for this let me know and I will link you.
I created a ruby gem out of the original project and added default HTML output for languages other than English.
Most other languages require special characters. It is a pain to add the .html tag to each translation key.
