Use --ignore-timeouts for 'dart.suppressTestTimeouts' if package:test version supports it #3699

We can update the setting added in #3687 to use this new flag if the current version of test supports it so that timeouts are globally ignored, rather than just those not explicitly overridden.

This works with test >= 1.20.1.
