Running multiple suites by filename uses absolute paths, exceeding Windows command line length too early

Split from #4553 since that requires a bit of a refactor, but just using relative paths would help significantly too.

@dmrickey I have published a pre-release version (v3.65.20230520) which includes this. It's not a complete fix for your issue, but it significantly shortens the command line by not using absolute paths for every test, so it might solve your issue if this brings your length below the window limit.

If not, you'll need to wait for #4553.

To try it out, switch to the pre-release extension and if required, Reload.
